                CenterOnExterior, CellX, CellY

       Where:   CellX
                CellY = Cell grid location coordinates (shorts)

        Type:   Console

     Returns:   none

     Example:   CenterOnExterior, -3, -2

     Scripts:

Places the player in the center of the given exterior cell.
