I don't know if its one of my mods that puts it there, but there is a standard Ebony shortsword jammed into the ground (handle is only sticking out) above around the rocks of this area. I came up the steep slope from Hla Ode and its at the base of one of the large rocks above the plateau up and to the right.

I hope its in the full GOTY version since a 10,000 septim quality sword as such cannot be ignored, especially when starting out a new game. — Unsigned comment by 115.70.80.179 (talk) at 16:03 on 23 December 2010 (UTC)

I can answer myself now: I did a little search for it starting a new game (and edited to athletics=1000) and I could not find the handle sticking out of the ground using GOTY edition. I opened the files with construction set and I found the ebony shortsword at the location but it was stuck underground. BUG Ebony Shortsword in the Odai Plateau is beneath the ground and can't be taken

FIX Moved the sword up so its hilt is visible
