Mogens Wind-Shifter is a Nord bandit wizard leader camped out near Fisherman's Rock north of Leyawiin with his gang members, Ayisha, J'Baasha, and Mensa Selas. You are forced to fight him during the quest Mazoga the Orc.
Mogens Wind-Shifter wears leveled light boots. He wears leveled lower class pants and carries lower class shoes. He carries leveled potions and poisons. He wields a leveled dagger in combat, which may be enchanted (25% chance starting from level 3, rising to 40% at level 6 and 50% at level 9). Mogens knows minor spells from the Destruction and Restoration schools of magic, major spells from the Alteration and Illusion schools, as well as minor Conjuration spells, with the exception of Bound Armor. These spells are always strongest for Mogens's skill level. He also has a Bandit Wizard birthsign which gives him a +25 Fortify Magicka ability.
At Fisherman's Rock, Mogens Wind-Shifter will wander around camp all day long, without ever eating nor sleeping, occasionally talking to his companions. He will not appear at the camp until you agree to take Mazoga to Fisherman's Rock at stage 50 of the quest.

Quest-Related Events[edit]
You first hear Mogen's name when asking Mazoga why she wants to travel to his camp: ""This guy, Mogens Wind-Shifter, he camps at Fisherman's Rock. So you take me there, and I talk to him, and then we see what happens."
Speaking to him will have him ask that you leave him alone:
- "I'm Mogens Wind-Shifter. I'm having a look around. You mind?"
When Mazoga arrives, she will walk right up to him and confront him with past crimes:
- Mazoga: "Remember me?"
- Mogens: "No. Who are you?"
- Mazoga: "I'm Mazoga. You killed my friend, Ra'vindra."
- Mogens: "I don't know what you're talking about."
- Mazoga: "You're a lying bastard. You killed Ra'vindra. And now I'm going to kill you."
After the conversation Mazoga and Mogens Wind-Shifter will engage in combat, and you will have to back her up. After the battle, Mazoga will tell the sad story about why she swore a knight's oath of vengeance: "I kept my oath. Mogens Wind-Shifter is dead. Mogens Wind-Shifter had a gang. They robbed and killed travelers. But Ra'vindra saw, and told the guards. Mogens got away, but first he killed Ra'vindra... my best friend, Ra'vindra. That day, I became a knight, and swore a knight's oath. I searched a long time, and asked everyone, then I finally heard he was hiding at Fisherman's Rock. So now you know everything. You helped me, and I won't forget. Take what you want from the dead. I came to keep my oath, and now I'm done."
Bugs[edit]
- With the Shivering Isles DLC installed, the Zealot Wizard class completely overwrites the Bandit Wizard class, turning Mogens into a Zealot Wizard by class. This strengthens his melee attacks (as he gains Blade as a major skill) but also removes Illusion as a major skill. Due to the latter change and the NPC skill leveling mechanism, Mogens will only be able to cast up to Apprentice-level Illusion spells (starting from player level 18).
- The Unofficial Shivering Isles Patch, version 1.5.9, fixes this bug.
