Echo of Pelinal's Fury is awarded for reading the Scroll of Pelinal's Ferocity from Predicant Maera during the Whitestrake's Mayhem event. This will double the amount of Alliance Points you earn in Cyrodiil and Battlegrounds for the next 2 hours. The scroll is infinitely reusable during the event, so there's no reason not to read it immediately once you get it, even if you do not plan to participate in PVP.
