Councilor Itinia of the Imperial City's Elder Council is down in the sewers, but she's worried about the Imperial citizens who remain up in the city.

Quick Walkthrough

1. Search for refugees in the Temple District, the Arena District hideout, and the Elven Gardens hideout.
2. Talk to Councilor Itinia.
