When you approach Duchess Elea Dufort, you'll hear the steward say:

Steward Hercian Stalo : "Lord Bacaro has arrived, duchess. And he brought that Lady Arabelle with him."

When you speak to him, he'll say:

"You're working with that would-be investigator? I can't imagine what you think you'll find here. You should be out beating the bushes for those bandit knights. Or scouring the back alleys of Gonfalon Bay. You'll find plenty of criminals there."

Would-be investigator? Lady Arabelle has had a distinguished career.

"Had being the operative word. Clearly, her best days are behind her. I cannot fathom her methods. The delegates are lost, so what's the point of distressing the duchess's guests with incessant questions?
Besides, we have the situation well in hand."

How do you have it in hand, exactly?

"I have instructed our house knights to question known malcontents all over the island and offer hefty sums of gold for information. Criminals are quick to turn on their own for a small hand out.
This so-called Ascendant Order can't hide forever."

After speaking to all the nobles and before speaking to Jakarn:

"The duchess has many guests to attend to. It would be rude to monopolize her attention.
Have some wine. Introduce yourself to some of the other guests. Go on. Mingle."

If spoken to while Jakarn is causing a scene:

"Who is that fellow? I'm certain I hired no such scoundrel to serve our guests!
I must make sure the guards teach him a lesson. One that he will never forget."

To Catch a Magus

While chasing down the Ascendant Magus, you learn of the Order's plans to attack All Flags Islet directly, as well as the true identity of the Magus. Your next step will be to go to the Navire Docks to attempt to catch the Magus before he sets sail on the Silver Swan. When you arrive, you will be stymied by Steward Hercian Stalo:

Lady Arabelle Davaux: "Steward, have you seen Count Damard or Duchess Elea?"

Steward Hercian Stalo: "Count Damard? Why, no. Duchess Elea, however, is touring the Silver Swan. She does not wish to be disturbed. Good day."

Lady Arabelle Davaux: "We have no time to be delayed by silly formalities. Dear, please reason with the steward!"

<Lady Arabelle turns to Jakarn.>

Lady Arabelle Davaux: "Jakarn, take a look around the docks. Just in case."

Speak with Steward Hercian to see what you can find out from him:

"I think I made things perfectly clear, mainlander. I haven't seen Count Damard all day, and Duchess Elea does not care to entertain visitors.
Leave, or I will summon Dufort knights to drag you away."

Count Damard is a member of the Ascendant Order. He plans to seize the Silver Swan.

"Ridiculous. You slander House Dufort at your own peril.
I assure you, no one but House Dufort retainers are permitted in this area. Their loyalty is unquestioned."

Listen, Duchess Elea may be in danger.

"I see no rogue knights here or hostile ships off our shore. Enough of this nonsense! The only threat here is you!
The duchess plans to sail with the tide. If I catch any of you sneaking around these docks, I will have you flogged. Away with you!"

Steward Hercian then flees, running along the docks. You will then need to find a launch that you can row out to the Silver Swan.

Once you manage to board the Silver Swan, Duchess Elea will be nowhere in sight but Steward Hercian Stalo is waiting for you, flanked by two Ascendant Order members.

Steward Hercian Stalo: "Curse your meddling! For the Ascendant Order!"

After you have slain Hercian Stalo:

Steward Hercian Stalo: "For … the Ascendant Order …."

You will then hear Duchess Elea call out for help.
