Wallows-In-Sand is an Argonian beggar found in various locations around the Alik'r Desert. You can give her some gold as part of the Give to the Poor achievement.

If you encounter her again after giving her gold, she'll greet you differently.

"We meet again, I'm afraid. Your gold did much to fill my belly, but the moon turns and its hollows gape wide once more."
