Cornelius Vulpo is an Imperial scribe who works for the governor of Omaynis, Alvuru Omayn, as her secretary. However, during the events of the House Hlaalu quest Omaynis Inn, he reveals himself to be more loyal to a Hlaalu Councillor - Tholer Andas in Andothren, and actively seeks to get you to go against the governor's wishes.
