Menervius Venius is an Imperial battlemage and the appointed Minister of Telvanni Affairs. He can be found in the Curia's Central Offices, in Old Ebonheart's fortress of the Ebon Tower. He has been having difficulty communicating with the recently arrived Telvanni representative - the Storm Atronach, Rascar-Zhaal. Great House Telvanni, while being legally required to send someone, are not so required to make that someone easy to talk to. Menervius is well-aware of this, and has a realistic view of those whose affair he 'ministers'.
He wears a common robe and a pair of heavy leather boots. He wields a Steel Sparkmace.
Aside from his natural charm and ability to absorb fatigue from others, he knows the following spells: Blood Despair, Daedric Bite, Dire Weakness to Fire, Dire Weakness to Frost, Dire Weakness to Magicka, Dire Weakness to Poison, Dire Weakness to Shock, Dire Weary, Dispel, Drain Blood, Great Feather, Toxic Cloud, Second Barrier, Strong Fire Shield, Strong Frost Shield, Strong Shock Shield, Vivec's Wrath, and Wild Distraction.

- "Do you know what happened the last time I had a meeting with those wizards? They immediately teleported the entire meeting into a pocket dimension filled with hostile Daedra. If I were a less competent mage, I might not be standing here right now. Their hospitality leaves something to be desired."

- "I'm supposed to keep diplomatic channels open with the Telvanni, but that group of wizards would give anyone fits. Each has his or her own agenda, and the only thing that unites them is their mutual dislike of outsiders. The business with this Storm Atronach is just one more way for them to annoy the Empire in general and me specifically."

- (Upon first meeting):
- "Yes, ahem, greetings. I am Menervius Venius, Minister of Telvanni Affairs. And my Daedric friend here is Rascar-Zhaal, the official representative of House Telvanni. Or at least that is the working hypothesis. There's bit of a language barrier between us, so I'm not completely sure."
- "If it isn't urgent, %PCName, could you wait until I'm finished with the Telvanni representative, the honorable Rascar-Zhaal?"
- "Have you managed to cross the language barrier with Rascar-Zhaal? I need to know what it's saying."
- (If you have figured out what Rascar-Zhaal is saying):
- Yes. It introduced itself to me and said that it was here to invite you to a meeting with the Telvanni.:
- "Really? You were able to translate its speech? Very impressive, %PCName! You've saved us from a diplomatic incident."
- "Greetings, %PCName. Or should I say... Khak-zuul, %PCName."
- (If Rascar-Zhaal is dead):
- "You shouldn't have killed Rascar-Zhaal. The Telvanni will use this as an excuse in the future to demand more from and cooperate less with the Imperial government." (Disposition -10)
- "I am in enough trouble already without your further involvement, %PCName."
- Rascar-Zhaal:
- "That is the name, I think, of the Storm Atronach. The Telvanni Council has chosen to send it to here as their official representative on all matters concerning them. Unfortunately, it doesn't speak a word Tamrielic nor any of the Elven languages. And I don't speak a word of its language. So, currently, the situation is a bit awkward for everyone involved."
- Why would the Telvanni send a Daedra?:
- "This is their small way of rebelling against the Empire. Each of the Great Houses is required to send a representative here, but exactly who or what they choose as their representative is entirely their decision. So, the Telvanni Council decided to be clever and sent Rascar-Zhaal. Technically they haven't done anything wrong, but this is rather juvenile for a council of three-hundred-year-old wizards, if you ask me." (Go back to other choices)
- I can get rid of it for you.:
- "If by getting rid of it, you mean that you'd banish it back to Oblivion by killing it, I must ask you not to. First off, it would probably shock the both of us to a crisp. Secondly, being the official representative of House Telvanni, the thing enjoys diplomatic immunity. Killing it could cause a political scandal. You'd be doing the Telvanni a favor, not me." - "Alright, I'm trusting you with this one. Try to figure out the meaning of the sounds that it uses most frequently. That way, I hope, it'll be possible to slowly decipher what it's saying. Be careful not to accidentally provoke it in any way. Whether I like it or not, this Atronach is a diplomat in the eyes of the law."
