Nagheen is an Argonian commoner and former 'best clerk' of the Imperial Census Office who can be found in the eastern sewers in Old Ebonheart. He is pursuing a life as a ratcatcher in the eastern sewers, and catching up with him forms part of the quest, Resigned to Fate. He has, to put it mildly, a dim view of his former workplace.
He wears a pair of common pants and carries A torn Census page.
Like all Argonians, he is immune to poison, has a resistance to disease, and can breathe underwater, but otherwise knows no spells.

- "Yes, that's me. Or at least, used to be me. One day I'd had enough and ran out of the office and came to live here in the sewers. They must think I'm crazy, but telling me to rewrite an entire book because you didn't like the margins? That's crazy. Bring me a bottle of flin to forget this mess, and I'll give you the scroll I left with."
- "You know the deal, one bottle of flin for some useless notes."
- "You've got the flin, I've got the notes. Ready to make a deal?"
- [Give him the flin.]:
- "Glad we could come to an arrangement. Now if you'll excuse me, I'll be getting drunk." (Removed 1 Flin from your inventory, and you receive A torn Census Page)

- "Suit yourself. I sure hope the sewer air doesn't damage them."
