Vespertius Pertinax

Vespertius Pertinax is an Imperial rogue who haunts the roads of Roth Roryn selling rope to travelers, or in the event of a sale falling through, stabbing them repeatedly. He will charge 300 gold for the rope he sells. His sales pitch shows a distinct philosophical bent:

"You do need to buy the rope, you just don't know it yet. Allow me to explain... The owner of a property gets to dictate what is done with said property, correct? Presently, I am the owner of this rope. And I have this queer notion of putting that noose around your neck and hoisting you up to hang from that tree. Now, if you were the owner of the rope, you could decide that it shouldn't be used in such a way."
