Disease Scripting

Just Curious. In Tamriel Rebuilt, Someone went to an awful lot of trouble with scripting and with setcontrol and everything just for the disease topics. Just curious as to why and hoping someone will explain why scripting was needed to just explain what a disease is when it works fine without it. Tried posting the question elsewhere and got no response.
