Before you complete Legacy of the Ancestors:

"Honor to you, Sera. Welcome to the Mages Guild Hall. I realize that our presence in the temple is unconventional, but I'm afraid that our former hall was razed just recently. One does what one must, yes?
Have you come seeking membership?"

When you approach Rudrasa, she will greet you.

"Good to see you, sera! The Tribunal Priests have been kind enough to open their home to us in our time of need. Try not to break anything."
The Mages Guild?
"Yes, of course! We're lorekeepers across the face of Tamriel. Guild members seek out books, tomes, and ancient scrolls in their travels. Why don't you speak with me for a moment? Perhaps you'd like to join!"

Asking the above will start the quest, she will greet you differently if you speak to her again after exiting conversation:

"It's a pleasure to speak with another knowledge-seeker. Guildmaster Vanus will be pleased!"
"Have I convinced you, then? Are you ready to join up?"
What can you tell me about the Mages Guild?
"We're bookhunters, of a sort. We seek out new information, capture it in our libraries, and make copies for distribution across Tamriel. The Guild doesn't care about battlefields, or boundaries. Just knowledge and the acquisition of new tomes."
What do I get in return? / What do I get for being a part of the Guild, again? (If you joined the Guild)
"We provide training in unique spells and abilities only available to members! And from time to time projects crop up for those with an adventuresome spirit.
You may end up working with the Guildmaster himself!"
You mentioned a Guildmaster Vanus? / Who leads the Guild? (If you joined the Guild)
"Vanus Galerion, one of the founding members of this august body. Still holds the proud title of Guildmaster, overseeing every guildhall in Tamriel. He works with other ranking members, such as Telenger the Artificer, to ensure our future success."
You're not affiliated with the Ebonheart Pact? / The Mages Guild, it's not part of the military? (If you joined the Guild)
"We are neutral in the war between the three Alliances. While many of us here in Davon's Watch hold true to the Dragon banner, when we're on Guild business we kneel to no king or queen.
That's why you'll see members of every race in our halls."
I'm ready to join the Mages Guild. / I wish to join the Mages Guild. (Appears after you ask at least one of the above questions)
"Excellent! Welcome to the Mages Guild! I suggest you begin with talking to Valaste, our Mistress of Incunabula.
She's in the stacks on the floor below, and often has tasks for new recruits. Good luck!"

If you speak to her again right after joining the Mages Guild:

"Good to see you, sera! The Tribunal Priests have been kind enough to open their home to us in our time of need. Try not to break anything."

She will disappear after you start Long Lost Lore.
