Quick Walkthrough

1. Talk to Reymanus Pelelius at Pelelius Manor in Anvil about duties and drug lord.
2. Converse with Straler Loronus in Goldstone dungeon about drug lord and set up a meeting.
3. In either order:
   • Seek a sample of Straler's product.
     1. Either:
        • Go to Straler's home in the North Wall Apartments and tell the guard you are investigating while of Reeve rank or higher in the Kingdom of Anvil.
        • Or obtain Reymanus Pelelius' Warrant from Reymanus and present it to the guard outside Straler's home.
     2. (Optional) Take Straler Loronus' Room Key from under the pillows on his bed.
     3. Retrieve a bottle of Potent Skooma from the locked off Hidden Cellar in Straler's apartment.
   • Secure a meeting place for the meet.
     1. Talk to Lusha at her pawnbroker store in Little Arenthia about set up a meeting.
     2. Either:
        • Present Reymanus Pelelius' Warrant to Lusha to secure her cooperation.
        • Pretend to be setting up a meeting on Straler's behalf (requires 70+ disposition).
4. Return to Straler.
5. Speak to Reymanus about set up a meeting.
6. Find Za'Rabi in room 106 of The Abecette's hotel and invite him to the meeting.
7. Rendezvous with Za'Rabi at Lusha's pawnbroker store and speak to him.
8. Follow Za'Rabi until he meets his new guard friend.
9. Report back to Reymanus, and decide whether Straler and/or Lusha should be released from jail.

Detailed Walkthrough

A self-professed drug lord named Straler Loronus has waltzed into Goldstone castle to turn himself in. He apparently wishes to exchange information for amnesty. Reymanus asks that you speak to him and decide whether or not he can be trusted.

Travel to Goldstone's dungeon, and talk to Straler. He offers to set up a meeting with one of his biggest distributors in exchange for his amnesty. He gives you two instructions on how to do this - you must secure a location by speaking to the pawnbroker, Lusha. You must also secure a sample of Straler's product from his home in the North Wall Apartments.

Securing the product

North Wall Apartments is in Little Arenthia. Enter it and speak to the guard outside Straler's room about drug lord. She'll let you in immediately if you have the rank of Reeve or higher, but otherwise you need to get a warrant from Reymanus. Once you've done so, the guard will let you in. Take the key from under the pillow on the bed inside, then use it to unlock the level 80 locked door. This exposes a passage to a Hidden Cellar. You'll find bottles of Potent Skooma inside. Take at least one.

Securing a meeting place

Straler would normally meet his client at Lusha's. She's a pawnbroker based in Little Arenthia. Speak to her. If you have the warrant from Reymanus, you can announce that you're here on kingdom business to immediately secure her slightly panicked compliance. Otherwise, with 70+ disposition, you can successfully lie to her that you're here on Straler's behalf. Either way, she'll promise to make the meeting room available.

Arranging the meet

Return to Straler. He'll name his distributor as Za'Rabi, a Khajiit who hangs out at The Abecette. He'll warn you to have a guard waiting at the meeting spot before getting Za'Rabi to meet you there, so return to speak to Reymanus immediately. He'll agree to have a guard ready.

Now you need to go to the Abecette in the Garden Quarter. Speaking to hotel staff will see you pointed to Za'Rabi in room 106 of the hotel area. Ask him about set up a meeting and tell him you're here on behalf of Straler. He'll agree to meet you at the pawnshop.

Go to the pawnshop now. You'll find Za'Rabi inside. Speak to him, and he'll walk straight into the guard's ambush. Your journal will update once this happens - allowing you to return to Reymanus.

Reymanus is satisfied with the arrest. He'll ask your opinion on what to do with Straler and Lusha - your answers here determine whether either or both walk free. Otherwise, he'll reward you with a handsome sum of 750 gold.

Notes

• Reymanus Pelelius disappears from his manor between 11pm and 8am, and so cannot be spoken to there between those times - see Well Met By Moonlight for details.
• Completion of this quest unlocks a new Abecean Monitor article - DRUG KINGPIN ARRESTED IN ANVIL.

I am to secure a location for the meeting: Straler suggested I convince Lusha to let me use the backrooms of her pawn shop in Little Arenthia. He also wants me to retrieve one bottle of his newest product from the hidden lab at his place in North Wall Apartments, not far from Lusha's shop.
25		Reymanus Pelelius told me to cooperate with Straler Loronus in order to arrest his distributor. He also gave me a warrant for the investigation.
30		Lusha agreed to let me use her pawn shop for a meeting.
50		Straler Loronus' distributor is a Khajiit named Za'Rabi. Za'Rabi is staying at the Abecette, but Straler stressed that in order to ensure Za'Rabi's capture a guard should be present at the pawn shop before the meeting begins.
55		Reymanus Pelelius agreed to send a guard to the pawn shop.
60		Za'Rabi said he would leave for the pawn shop shortly.
70		I successfully walked Za'Rabi into an ambush by one of the guards.
